Whether they be civil magistrates, or ministers of the word, they shall be of Israel, and be Israelites indeed; and shall be taken out of the several tribes; some out of one tribe, and some out of another; all shall have the honour, as well as the labour, of serving the church and interest of Christ; yea, all true Israelites shall contribute as much as in them lies to the service of it.

Beside the holy portion lies ground “for common use by the city, for houses, and for pastureland”, with the city “in the center of it”. Common use stands next to consecrated use, the same distinction chapter 42 drew between the priests' garments and the outer court.

Jerusalem had stood on the border of Judah and Benjamin, and the northern tribes once quarreled with Judah over the king in 2 Samuel 19:43. Here workers come from every tribe. John Gill reads them as all true Israelites sharing the honor and labor of service.
