in Ezekiel 30I will strengthen the arms of Babylon’s king, but Pharaoh’s arms will fall limp. Then they will know that I am the LORD, when I place My sword in the hand of Babylon’s king, and he wields it against the land of Egypt.

The chapter ends where the arm image was heading, Pharaoh's arms falling down while I will strengthen the arms of the king of Babylon. The recognition formula closes the chapter twice in three verses. Keil notes the near-identical wording that opens and closes verses 25 and 26, deliberate repetition.

The Hebrew verb behind wields means to stretch out, used when Moses stretched his hand and staff over Egypt in Exodus 7 to 14. Babylon's king repeats the gesture with a sword. The plagues return as war.
