Nebuchadnezzar is named outright as the Lord's chosen instrument, brought to destroy the land. The rivers dried reverse Pharaoh's own boast from chapter 29, my river is mine own. I the Lord have spoken it closes the unit with the formula the book uses to mark a sentence as settled.

Habakkuk 1:6 describes the same Chaldeans as a ruthless and impetuous nation seizing dwellings that belong to others. Habakkuk 2 then pronounces woe on that same Babylon. The LORD used its swords against Egypt and still judged its cruelty.
