A solemn assembly - Jehu applies to his proposed gathering the sacred name assigned in the Law to the chiefest festivals of Yahweh (see Lev 23:36; Num 29:35; Deu 16:8).

Proclaim a solemn assembly for Baal
on 2 Kings 10:20-21
Jehu borrows the Law's own vocabulary for his summons, a solemn assembly, the phrase Leviticus and Numbers reserve for the Lord's own appointed feasts, and turns it against the god it was never meant to serve. Every worshipper of Baal in Israel answers the call, and the temple fills from one end to the other. The completeness of the gathering is the whole point, since nothing is purged that is left standing outside the house.
