Some Levites counted the articles whenever they were brought in or taken out, and others kept the flour, wine, oil, frankincense, and spices. Kohathites were responsible for preparing the rows of the showbread every Sabbath. The musicians were exempt from other duties because they were on duty day and night.

Clarke notes that only priests could prepare this blend, and anyone else who made it did so on pain of death (Exodus 30:34 to 38). The Levites kept the spices in verse 29, and the priests mixed them. The two offices stayed distinct.

The ointment - This is added to shew, that though the Levites were intrusted with the keeping of this ointment, yet none but the priests could make it.
And some of the sons of the priests made the ointment of the spices. For though the Levites had the care of the spices, they might not make the ointment with them, only the priests, see Exo 30:23.
