The list sorts by class: Israelites, priests, Levites, and temple servants. The same four groups reappear at Nehemiah 11:3 to 19, and Barnes reads both writers as drawing on one fuller document. Gill notes that verse 3 has descendants of Judah, Benjamin, Ephraim, and Manasseh living together in Jerusalem.

From the Zerahites
Zerah was the twin brother of Perez (Genesis 38:27 to 30). Gill counts the 690 as the whole of Judah's families in Jerusalem, taking in the houses of Perez and Shelah. Nehemiah 11:6 gives 468 for the descendants of Perez alone.
