The prayer asks, “let the word You have spoken concerning Your servant and his house be established forever”. It confesses “that You will build a house for him”. Verse 25 closes as David “has found the courage to pray”, which the Targum reads as an opening of the mouth.

God revealed that He would build David a house, and that promise gave David the courage to pray. Adam Clarke gives the Targum's reading, that the servant found an opening of mouth to pray before God. The prayer rests on what God first said.
