Jewish practice and Jewish teaching both have something to say about Zechariah 6. Three things follow: where it is read, what is done because of it, and how the rabbis have taught it. The purpose is to inform a Christian reader what Jews believe and how Judaism was and is practised.
The reading
The yearly cycle does not read Zechariah 6. The Haftarah is drawn from the Prophets a passage at a time rather than continuously, so most chapters of most prophetic books are never read in the service, and this is one of them.
The verse numbers here are the ones a Hebrew Bible carries, which differ from an English Bible by a verse or two in several places. Rashi on Zechariah 6:12
whose name is the Shoot He is Zerubbabel, mentioned above (3:8): “Behold, I bring My servant, the Shoot,” since his greatness burgeoned little by little. Some interpret this as referring to the King Messiah, but the entire context deals with the [time of the] Second Temple.

And the crowns shall be for Helem, etc. This is a transposed verse. It should be understood as: And the crowns shall be in the Temple of the Lord as a good memorial for Helem and for Tobijah, who donated the silver and the gold.
