Isaiah 48:1-2

Hear ye this, O house of Jacob: Hear ye this, O house of Jacob, which are called by the name of Israel, and are come forth out of the waters of Judah, opens a fourth trial speech to a covenant people rather than to an idol or a nation, and the charge follows at once, which swear by the name of the Lord, and make mention of the God of Israel, but not in truth, nor in righteousness. The bench reads the qualifying clause as the whole indictment, the outward forms of covenant religion, the oath and the confession, kept while truth and righteousness are absent. Verse 2 names the presumption directly, they call themselves of the holy city, and stay themselves upon the God of Israel, a claim to standing the chapter spends its length testing rather than granting outright. The Lord of hosts is his name closes the verse with the title of power the claim leans on without earning.

Isaiah 48:3-5

I have declared the former things from the beginning: I have declared the former things from the beginning, and they went forth out of my mouth, and I shewed them, continues the trial-of-the-gods argument the surrounding chapters run, prediction as the Lord's own proof against every idol. Verse 4 gives the reason for such early and repeated announcement, because I knew that thou art obstinate, and thy neck is an iron sinew, and thy brow brass, the same stubbornness Moses names of Israel in the wilderness. I have even from the beginning declared it to thee, before it came to pass I shewed it thee, closes the purpose clause plainly, lest thou shouldest say, Mine idol hath done them, and my graven image, and my molten image, hath commanded them. Delitzsch and Barnes both note the pastoral logic under the rebuke, the prophecy timed to forestall idolatry rather than merely to prove a point.

Isaiah 48:6-8

Thou hast heard, see all this: The Lord presses the obstinate house to testify to what it has heard and seen, thou hast heard, see all this, and will not ye declare it, and answers its own silence with new evidence, I have shewed thee new things from this time, even hidden things, and thou didst not know them. Verse 7 insists on the timing, they are created now, and not from the beginning, ruling out the excuse that Israel had simply forgotten an old word rather than received a fresh one, and verse 8 widens the indictment past ignorance into character, thou wast called a transgressor from the womb, the same iron sinew and brazen brow of verse 4 now traced to birth rather than to circumstance. Gill and Henry read the two verses together as the chapter's low point, the house named obstinate by nature before the mercy of the next unit answers it.

Isaiah 48:9-11

For my name’s sake will I defer mine anger: For my name's sake will I defer mine anger, and for my praise will I refrain for thee, that I cut thee not off, turns the chapter from indictment to mercy without erasing the charge just made. Verse 10 names the discipline actually applied, I have refined thee, but not with silver, I have chosen thee in the furnace of affliction, the exile itself read as a refiner's fire rather than a rejection. Verse 11 doubles the ground for the mercy, for mine own sake, even for mine own sake, will I do it, for how should my name be polluted, and I will not give my glory unto another, the reason held twice for emphasis and tied to the Lord's own name rather than to Israel's merit. Delitzsch and Henry both mark this as the chapter's hinge, an obstinate house preserved for the sake of a name it has profaned.

Isaiah 48:12-13

Hearken unto me, O Jacob and Israel, my called: Hearken unto me, O Jacob and Israel, my called, renews the summons of chapter 46 to the same obstinate house, and the self-description that follows carries the weight, I am he, I am the first, I also am the last, the eternity claim the book repeats through its trial chapters. Verse 13 grounds the claim in creation itself, mine hand also hath laid the foundation of the earth, and my right hand hath spanned the heavens, the same hand imagery the chapter used of Babylon's coming overthrow now turned to the Lord's own architecture. When I call unto them, they stand up together pictures creation answering its maker on command, the same obedience the trial speeches ask of Israel and do not yet receive. Barnes reads the pairing of first and last with the earlier Holy One of Israel title as one unbroken claim of deity running through the whole book.

Isaiah 48:14-16

All ye, assemble yourselves, and hear: All ye, assemble yourselves, and hear, renews the trial's summons with the same question the earlier trials asked, which among them hath declared these things, and the answer names the instrument this time, the Lord hath loved him, he will do his pleasure on Babylon, and his arm shall be on the Chaldeans, the traditional reading pointing to Cyrus, named openly at 44:28 and 45:1. Verse 15 repeats the claim in the Lord's own first person, I, even I, have spoken, yea, I have called him, I have brought him, and he shall make his way prosperous, the same certainty the whole trial section leans on. Verse 16 shifts voice in a way the bench discusses at length, come ye near unto me, hear ye this, I have not spoken in secret from the beginning, closing with a speaker who says the Lord God, and his Spirit, hath sent me, a sentence some read as the prophet's own and others as a fuller voice, named without a verdict. Delitzsch and Calvin both weigh the shift in speaker as among the chapter's harder questions, the positions stated rather than settled.

Isaiah 48:17-19

Thus saith the Lord, thy Redeemer: Thus saith the Lord, thy Redeemer, the Holy One of Israel, states the covenant intention plainly before the regret that follows, I am the Lord thy God which teacheth thee to profit, which leadeth thee by the way that thou shouldest go. O that thou hadst hearkened to my commandments, then had thy peace been as a river, and thy righteousness as the waves of the sea, is read by the older writers as a genuine lament rather than a formality, blessing offered and refused rather than withheld. Verse 19 extends the loss to posterity, thy seed also had been as the sand, and the offspring of thy bowels like the gravel thereof, the promise to Abraham's line named as the very thing forfeited by unbelief. Henry and Gill both read the conditional peace as a river against the actual history that follows, the exile itself the river not taken.

Isaiah 48:20-22

Go ye forth of Babylon, flee ye from the Chaldeans: Go ye forth of Babylon, flee ye from the Chaldeans, with a voice of singing declare ye, tell this, utter it even to the end of the earth, turns the chapter from lament to a marching order, exile answered with an exodus of its own. The Lord hath redeemed his servant Jacob names the deliverance directly, and verse 21 recalls the wilderness provision, he caused the waters to flow out of the rock for them, he clave the rock also, and the waters gushed out, tying the new exodus to the first. The chapter's last line, there is no peace, saith the Lord, unto the wicked, is the same sentence the book repeats word for word at 57:21, the seam the exposition marks rather than re-argues. Delitzsch and Barnes both note the sentence closes this section's comfort on a warning, redemption proclaimed to the redeemed and peace withheld from the wicked in the same breath.
