Balaam opens with seven altars, seven bulls and seven rams, raised at Bamoth-baal where Balak had taken him at 22:41. John Gill observes that the patriarchs raised one altar at a time, so the multiplied altars belong to Balaam's trade.

Balak builds and pays, and Balaam gives the orders. Matthew Henry notes that the king raised no objection to the charge, while the offering cost Balaam nothing. John Wesley holds that the altars were raised to the God of Israel, since Balaam names them to God in verse 4.
