on Numbers 15:32-36
Exodus 31:14-15 had already fixed death for breaking the Sabbath. Verse 34 names what was missing, since it had not been declared what should be done to him. So the man is held while Moses waits for a ruling.

The whole congregation is to stone him outside the camp.
The ruling names stoning as the means and outside the camp as the place, the same sentence given the blasphemer in Leviticus 24:14. Jamieson, Fausset and Brown call the act a known and wilful sin against a plain command. The whole people carried out the sentence.
