The register opens with "the priests and Levites who went up with Zerubbabel son of Shealtiel and with Jeshua." Twenty-two priestly names stand against the twenty-four courses David ordered, a gap the commentators trace to courses that never returned from Babylon.

Shemaiah, Joiarib and Jedaiah are leaders of the priests who went up. Barnes finds the first sixteen names of this list among the seals of chapter 10, and the last six absent, from Joiarib and Jedaiah on. The first two lots fell to Jehoiarib and Jedaiah, 1 Chronicles 24:7.
