on Jeremiah 36:1-4
The scroll gathers every word spoken to Jeremiah “concerning Israel, Judah, and all the nations” from Josiah to Jehoiakim’s fourth year. The purpose is given before a word is written: “Then I will forgive their iniquity and their sin.” Baruch son of Neriah first appears here as the scribe.

Baruch wrote at dictation, word for word. Clarke notes that scribe was an office, marking a learned man in public service who knew the laws and customs, as well as a writer. When the officials later ask how the scroll was written, Baruch's answer in verse 18 matches this verse.
