Coniah is King Jehoiachin, and a signet ring was worn on a king’s hand to seal decrees in his name. The LORD will hand him “to those you dread,” Nebuchadnezzar and the Chaldeans. “You will never return to the land for which you long.”

The enemy's hand takes the place of the LORD's own hand, where the signet ring was worn. Jerome notes that the Greek lacks the name Nebuchadnezzar here. Coniah gave himself up to that king after a reign of three months (2 Kings 24:8-12).

The Chaldeans are here said to be such as had a spite to Coniah; they sought his life; no less than that, they thought, would satisfy their rage; they were such as he had a dread of (they are those whose face thou fearest ) which would make it the more terrible to him to fall into their hands, especially when it was God himself that gave him into their hands.
