The king and his counselors first give silver and gold, freely offered to the God of Israel, whose dwelling is in Jerusalem. John Gill traces its use. Bulls, rams and lambs go to the altar, and Ezra and his brothers spend the rest "according to the will of your God."

Adam Clarke reads the grant as the fullest liberty to order everything by their own institutions. The decision rests with Ezra and his brothers together. At 8:24 to 30 Ezra hands the silver and gold to twelve leading priests with Sherebiah, Hashabiah and ten of their brothers.
