Moreover, when ye shall divide by lot the land for inheritance, ye shall offer an oblation unto Jehovah, a holy portion of the land; the length shall be the length of five and twenty thousand reeds, and the breadth shall be ten thousand: it shall be holy in all the border thereof round about.

Notes, Explanatory and Practical, on the Old and New Testaments (1832-1869)
By lot - Not by casting lots, but by “allotment,” the several portions being assigned by rule Jos 13:6. Oblation - The oblation (properly “heaveoffering”) was regarded as the Lord’s portion Lev 27:30. This “oblation” is given here as part of the provision made for the priests, and was probably in lieu of tithes Lev 27:30; Num 18:21, just as the prince had his definite portion of land instead of being supported by the contributions of the people. The priests and Levites had, in addition, the sacrifices (Eze 44:28, note).
This site's exposition
divide by lot the land for inheritance
on Ezekiel 45:1-3
The prophet turns from the temple's own architecture to the ground around it: a holy oblation is set apart when the tribes divide the land, twenty five thousand reeds by ten thousand, holy in all its borders. The sanctuary and the most holy place stand inside this reserved strip, land measured off before the tribal portions are measured, a share given to the Lord ahead of any share given to a tribe. The readings on the measurements' scale are named with holders, a literal future precinct so the dispensational line the site's own tradition holds, and ideal proportions so much of the older bench, and the exposition carries the numbers as the text gives them.

Here is the portion of land assigned to the sanctuary, in the midst of which the temple was to be built, with all its courts and purlieus; the rest round about it was for the priests.
No; it is but an oblation; we only offer it to him; the benefit of it returns back to ourselves, to his poor, who, as our neighbours, are ourselves, or to his ministers who serve continually for our good. The proportion of this oblation is here determined, which was not done by the law of Moses.
