Revelation 18:1-3

A second angel descends with such splendor that the earth itself is lightened by his glory, a brightness answering the darkness about to fall on Babylon, and he announces her fall in the prophetic perfect, is fallen, is fallen, doubled exactly as Isaiah cried it over the first Babylon at Isaiah 21:9. The city that once glittered with purple and gold is now named a habitation of devils and a cage of every unclean bird, imagery drawn from Isaiah's own picture of ruined Babylon and Edom becoming haunts for desert creatures. Her judgment answers her crime named three ways, she made the nations drunk, she drew kings into fornication, and she made merchants rich, wine, power, and money bound together in one system.

Revelation 18:4-5

Come out of her, my people: A voice from heaven calls God's people out of the doomed city before judgment falls, the same call given Lot before Sodom's fire and Israel before the first Babylon's own fall in Jeremiah 51:6 and 45, separation always coming before, never after, the stroke. Her sins have reached unto heaven, the same picture used of Babel's tower and Sodom's outcry, a sin so piled up that God remembers it, not forgetting but acting on what has never been overlooked.

Revelation 18:6-8

The double repayment is not excess but exact measure, the cup she filled for others now filled for her, the same law of the harvest Galatians 6:7 states as a rule for every soul. Her own words convict her, I sit a queen, and am no widow, and shall see no sorrow, boasting borrowed almost word for word from the first Babylon's self-confidence in Isaiah 47:7-9, where the same threefold judgment, loss of children, widowhood, and sudden ruin in one day, answers the same pride. Her burning by fire matches the judgment written for a priest's unfaithful daughter at Leviticus 21:9 and stands on the ground plainly stated, for strong is the Lord God who judgeth her, the last word belonging to strength, not to the city's own boast of invincibility.

Revelation 18:9-10

The kings who once profited from Babylon now only watch her burn, standing afar off, their fear keeping them at a safe distance even as their grief is genuine; complicity does not survive judgment as loyalty. Their cry, alas, alas, that great city Babylon, in one hour is thy judgment come, is the first of the chapter's three laments, echoing the funeral dirge form the prophets used over doomed cities, most directly Ezekiel's own lament over Tyre at Ezekiel 26-27.

Revelation 18:11-14

The second lament belongs to the merchants, and its long catalogue of cargo, gold and silver, fine linen and purple, spice and wine, ivory and marble, ending at slaves and souls of men, is drawn line by line from Ezekiel's own inventory of Tyre's trade at Ezekiel 27:12-24, the ancient port city standing behind Babylon's economic portrait here. The list's descent from precious stones to human souls names the endpoint of a commerce with no floor under it, and the fruits thy soul lusted after are departed marks appetite itself as the thing finally starved. No man buyeth their merchandise any more states the whole judgment in one line before the catalogue even begins, the world's marketplace silenced.

Revelation 18:15-17

The merchants echo the kings' own posture, standing afar off, and their lament repeats the woman's own description from 17:4, clothed in purple and scarlet, decked with gold and pearls, the beauty that drew their trade now only remembered. In one hour so great riches is come to nought states again the sudden collapse that governs the whole chapter, wealth measured in an hour after being built over a lifetime. The third company enters here, shipmasters and sailors, whose trade by sea depended on the very luxury just destroyed.

Revelation 18:18-19

The mariners' lament closes the third company's grief with the oldest gesture of mourning in Scripture, dust cast on the head, matching Job's friends and Joshua's own grief at Job 2:12 and Joshua 7:6, a physical act answering an economic loss they cannot otherwise express. What city is like unto this great city asks in genuine astonishment what no city could now answer, and by reason of her costliness names luxury itself, not merely wickedness, as what they mourn, a distinction the whole chapter is careful to keep before the reader.

Revelation 18:20

Against three laments from earth the chapter sets one command from heaven, rejoice, addressed to heaven itself and to holy apostles and prophets, the martyrs whose blood this system had shed at 17:6 and 18:24. Their rejoicing is not vengeance taken but vengeance received, God hath avenged you on her, the same principle Paul states for every believer, vengeance is mine, I will repay, saith the Lord, at Romans 12:19.

Revelation 18:21

A single acted parable closes the judgment scene, a millstone cast into the sea, deliberately recalling Jeremiah's own sign against the first Babylon, a stone bound to a scroll and sunk in the Euphrates with the same words, thus shall Babylon sink, and shall not rise, at Jeremiah 51:63-64. With violence and shall be found no more at all together state the manner and the finality of the fall, an image the Lord himself used of a millstone's weight for whoever offends one of his little ones at Matthew 18:6, turned here on the great city that offended them all.

Revelation 18:22-23

Six times over the two verses the same refrain falls, shall be heard no more at all, shall be found no more, shall shine no more, silencing music, craft, the daily grinding of the mill, lamplight, and the joy of a wedding, every ordinary sound of a living city stopped at once. The bridegroom and the bride named here in judgment stand in deliberate contrast to the true marriage of the Lamb the very next chapter announces at 19:7, a city's counterfeit joy silenced just before heaven's own wedding is heard. The last line names the root cause plainly, by thy sorceries were all nations deceived, sorceries tying this city's commerce and religion together in one deception.

Revelation 18:24

The chapter's last word returns to the charge first laid at 17:6, drunken with the blood of the saints, and widens it to all that were slain upon the earth, every martyr's blood from Abel forward answered here, a reach the Lord himself named against the religious leaders of his own day, that upon you may come all the righteous blood shed upon the earth, from the blood of righteous Abel, at Matthew 23:35. The verdict closes the case before chapter 19 opens with heaven's own verdict, judged the great whore, confirming from above what earth has just watched fall.
