Chapter summary
David, old and full of days, makes Solomon king and organizes the Levites for a settled sanctuary. Thirty-eight thousand are numbered and assigned: twenty-four thousand to oversee the work of the house, six thousand as officers and judges, four thousand doorkeepers, and four thousand to praise Jehovah 'with the instruments which I made, said David, to praise therewith.' The reason for the reorganization is stated openly: Jehovah has given rest unto his people and dwells in Jerusalem for ever, so the Levites no longer need to carry the tabernacle and its vessels. Their standing order is set: to stand every morning to thank and praise Jehovah, and likewise at even, and at every sabbath and new moon and set feast.

1 Chronicles 23The history
This is a job reclassification, and the reason is given openly. The Levites had been counted from thirty years old, the age set in Moses' day for carrying the tabernacle. David lowers it to twenty, 'for the ark and its vessels no longer need to be carried' — the work has changed from transport to service, so the entry age changes with it.
The new assignments are startlingly concrete. Levites are set over the courts and the side rooms, over the cleansing of the holy things, over the flat cakes of the presence, the fine flour for the grain offering, the unleavened wafers, the baking pans, the mixing — and over 'all manner of measure and size,' which means they kept the official weights and measures. A sanctuary is also a warehouse and a bakery and a standards office.
The numbers divide the twenty-four thousand into four departments: those over the work of the house, six thousand officers and judges, four thousand gatekeepers, and four thousand musicians using instruments David had made for praise.
And the daily rhythm is stated: to stand every morning to thank and praise the LORD, and likewise every evening, and at every burnt offering on Sabbaths, new moons, and appointed feasts, by number, according to the rule. Worship at fixed hours by a rostered crew.
What it meant to them
The men hearing this served that rota. Their week, their department, and their entry age all came from these verses, which is why the chapter is preserved in such administrative detail.
The deeper lesson is in the reason for the change. When the ark came to rest, the job description was rewritten. Faithfulness is not repeating the last generation's tasks; it is doing the work the present moment actually requires.
