Verse 37 names the offerings in one line with the ordination offering, closing the run that began at chapter 1. Verse 38 places these laws on Mount Sinai, while Leviticus 1:1 has the LORD speaking from the Tent of Meeting.

Adam Clarke thinks it probable that these laws were given to Moses while he was on the mountain with God. He reckons the time as ample, forty days at the giving of the law and forty more at its renewing.
