He that offereth the sacrifice of his peace offerings unto the Lord--In order to show that the sacrifice was voluntary, the offerer was required to bring it with his own hands to the priest.

on Leviticus 7:28-34
The breast goes to Aaron and his sons, and the right thigh to the priest who presents the blood and fat. Verse 34 says the LORD took those parts from the sons of Israel and gave them to the priests, so their food is His gift.

The instruction goes to all the Israelites, since the offerer himself has a part to play in the peace offering. Jamieson, Fausset and Brown explain why the offerer had to bring the sacrifice himself: it showed that the sacrifice was voluntary. The next verse says how, with his own hands.

Shall bring - Not by another, but by himself, that is, those parts of the peace-offering, which are in a special manner offered to God. His oblation unto the Lord - That is, to the tabernacle, where the Lord was present in a special manner.

Giving them the further instructions concerning their peace offerings: he that offereth the sacrifice of his peace offerings unto the Lord; whether it he for thanksgiving, or as a vow, or a voluntary oblation, and whether it be of the herd or of the flock, an ox or a cow, a lamb or a goat: shall bring his oblation unto the Lord of the sacrifice of his peace offerings; that is, the unleavened cakes, wafers, and fried cakes, and unleavened bread, which are called the whole oblation, Lev 7:10.
