The Kohathites who were not priests are placed in Ephraim, Dan and half Manasseh, and three of their ten towns were never cleared. Gezer is where 16:10 says the Canaanites stayed, Aijalon is held by Amorites at Judges 1:35, and Manasseh could not take Taanach at Judges 1:27.

1 Samuel 1:1 calls Samuel's father Elkanah an Ephraimite from the hill country of Ephraim. 1 Chronicles 6:33-38 traces the same family to Kohath. A Kohathite family settled in Ephraim fits this allotment, and John Gill reads Ephraimite as the tribe Elkanah lived among.

they gave . . . these cities which are here mentioned by name--It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin.
