This site's exposition

the staff with which you struck

God sends Moses out in front of the people who were ready to stone him and tells him what to carry, the staff with which you struck the Nile. It is one staff doing the whole book's work, the shepherd's staff that became a serpent at 4:3, turned the Nile to blood at 7:20 and divided the sea at 14:16. The elders go along so that the water has witnesses.
