There are but four mentioned in Jos 19:7 one might be added since, or new built, namely, Tochen; these, according to Kimchi, were all that remained for them to dwell in, in the times of David; and therefore they were obliged to seek out for new settlements for themselves and flocks, as in 1Ch 4:39, &c.

Simeon's inheritance is listed as cities, matching Joshua 19, where the tribe's portion lay within Judah's allotment because Judah's share was too large. The note, These were their cities until the reign of David, marks the date of the Chronicler's source. Some of the towns changed hands in David's lifetime.

Gill notes that Joshua 19:7 counts four towns here, and he takes Tochen as added later. Kimchi, as Gill reports, took these as all that remained to Simeon under David. Ashan appears again among the priests' towns in 1 Chronicles 6:59.
