David built houses in the City of David, prepared a place for the ark and pitched a tent for it. He states the rule: No one but the Levites may carry the ark of God, because the LORD has chosen them. 2 Samuel 6 has no equivalent to verse 2.

Deuteronomy 10:8 set apart the tribe of Levi to carry the ark of the covenant and minister before the LORD. Henry notes that David knew this rule and still put the ark on a cart. Clarke ties the rule to the breach of 13:10.

We can easily understand that David, after the “breach upon Uzza” 1Ch 13:11, had carefully considered all the legal requirements with respect to moving the ark, and was anxious that they should be strictly observed (compare 1Ch 15:13).
