No other list in the book gives the tribes in this order. Clarke reads it as the order in which the tribes settled, from Judah in the south to Naphtali in the north.

Hanniel stands for the half of Manasseh that will settle west of the Jordan, since verse 14 has placed the other half on the east. Manasseh comes before Ephraim here. Jacob had set Ephraim first at Genesis 48:20, and Adam Clarke reads this order as the order of possession.
