No other list in the book gives the tribes in this order. Clarke reads it as the order in which the tribes settled, from Judah in the south to Naphtali in the north.

Eli-zaphan son of Parnach

The name Elizaphan was already borne by the leader of the Kohathite families at Numbers 3:30, a different man of Levi. This one leads Zebulun. Zebulun's lot is the third drawn at Joshua 19:10, and Adam Clarke places the tribe seventh in this list.
