No other list in the book gives the tribes in this order. Clarke reads it as the order in which the tribes settled, from Judah in the south to Naphtali in the north.

Pedahel son of Ammihud, a leader from the tribe of Naphtali

Naphtali closes the list, and its fortified cities at Joshua 19:35 include a Chinnereth, the name the eastern border gives the lake at verse 11. His father's name, Ammihud, is also borne by Shemuel's father at verse 20. Numbers 1:10 names an Ammihud of Ephraim too.
