Then the LORD said to Moses
on Numbers 35:9-11
A second speech legislates for a country not yet entered, "When you cross the Jordan into the land of Canaan". The shelter covers only one who kills "unintentionally", the category of the sin at Leviticus 4:2, so the city covers the accident and never the deed. Adam Clarke contrasts the Greek and Roman asylums, which sheltered whoever reached them, and so marks these six cities as a law.
