on Numbers 35:6-8

Six of the forty-eight are cities of refuge. Verse 8 sets the quota by size, "more from a larger tribe and less from a smaller one". Albert Barnes notes from Joshua 21 that Judah and Simeon together gave nine, Naphtali three, and the rest four apiece.

Joshua 21:41 records the total reached, forty-eight cities with their pasturelands within the territory of the Israelites. John Gill notes that Joshua 21 names each town and the tribe it came from. Six of the forty-eight were cities of refuge.
