the leaders of the people
on Nehemiah 10:14-27
The lay heads of families close the roll, the family names that head the register of the first return in Ezra 2 and Nehemiah 7. The generation that came up under Zerubbabel and the generation that seals the covenant under Nehemiah are the same houses, the old remnant still standing.
This site's exposition
Ater, Hezekiah, Azzur
Ater, Hezekiah and Azzur are among the leaders of the people who sealed the document. Ater and Hezekiah also stand together at 7:21, where the descendants of Ater through Hezekiah number ninety-eight. Here each gives its own seal.
