Solomon “surpassed all the kings of the earth in riches and wisdom,” and the kings of the earth seek an audience. Kings tells the same scene at 1 Kings 10:23-25. Verse 25 counts “4,000 stalls for horses and chariots” and 12,000 horses.

Jamieson, Fausset and Brown report a suggestion from Gesenius that the Hebrew word for stalls can also mean the teams of horses that fill them. Clarke adds that the Targum reads four hundred here. The chariot cities are those listed at 8:6.

Solomon had four thousand stalls--It has been conjectured [GESENIUS, Hebrew Lexicon] that the original term may signify not only stall or stable, but a number of horses occupying the same number of stalls.
