Ahaz gathered up the articles of the house of God

on 2 Chronicles 28:24-25

Ahaz “shut the doors of the house of the LORD”, and worship stops by royal order. He sets up altars “on every street corner in Jerusalem”, moving worship out of the one house the law names. Clarke notes that the doors stayed shut through the rest of Ahaz's reign.

In every city of Judah he built high places

Gill identifies the other gods as the gods of Damascus along with other idols. He reads the high places in every city as a way to keep the people from going up to Jerusalem to worship. Hezekiah reverses this in his first month, when he calls the Levites at 29:5.
