Nehemiah 11:1-2

The wall now stood, but Jerusalem itself stood thin: verse 1 records rulers dwelling there by office while the rest of the people cast lots, one household in ten drawn to leave a home in the country for the exposed city, nine parts remaining where safety and trade lay. Verse 2 turns the drafted minority into the chapter's heroes: the people blessed all the men that WILLINGLY OFFERED THEMSELVES to dwell at Jerusalem, some choosing by will what the lot laid on others. Living inside a rebuilt wall that still faced watching enemies counted here as an offering, and the text names it in the language of sacrifice rather than relocation.

Nehemiah 11:3

Verse 3 works as the roster's own table of contents: the chief of the province who dwelt in Jerusalem, then everyone else in his own city, sorted into the five categories this book has counted since Ezra 2, Israel, the priests, the Levites, the Nethinims, and the children of Solomon's servants. The categories are the register's inherited method, tracing back to the class lists Zerubbabel's return first fixed rather than invented here. What follows in the chapter fills each category with names and numbers in turn.

Nehemiah 11:4-9

The named men of Judah trace through Perez to four hundred sixty eight valiant men, and the named men of Benjamin trace through Sallu to nine hundred twenty eight, more of that tribe settled in the city than of Judah. Two officers close the list, Joel the son of Zichri as overseer and Judah the son of Senuah as second over the city, a chain of command set over the register the moment the names run out. Genealogy here does legal and military work at once: these are the households able to prove their place and the men counted fit to defend it.

Nehemiah 11:10-14

The priestly roll names Seraiah as ruler of the house of God, the officer over its secular business standing beside the high priest's spiritual charge, then counts by function: eight hundred twenty two who did the work of the house, offering sacrifice and tending the lamps, two hundred forty two chief of the fathers, and a hundred twenty eight mighty men of valour under their own overseer Zabdiel. The temple's daily service and the city's defense drew from the same priestly families, the numbers standing where a modern list would print an organizational chart.

Nehemiah 11:15-19

The Levite roll runs to two hundred eighty four, then names the porters Akkub and Talmon with their brethren at one hundred seventy two keeping the gates, doorkeeping counted here as a numbered office rather than an afterthought to worship. Verse 17 preserves a liturgical detail the register did not have to keep: Mattaniah the son of Micha, of the line of Asaph, was THE PRINCIPAL TO BEGIN THE THANKSGIVING IN PRAYER, one voice opening and the rest following, with Bakbukiah second among his brethren. A name list becomes, for one verse, a record of who led Israel's praise and how the singing was ordered.

Nehemiah 11:20-24

The residue of Israel, priests, and Levites kept their ancestral holdings in the towns of Judah while the Nethinims, the temple's lowest servants, dwelt on Ophel close by the wall of the house they served, under their own overseers Ziha and Gispa. The singers drew a certain portion for every day by the king's own commandment, the Persian court funding Israel's worship much as the hand of God refrain has already shown Artaxerxes funding Ezra's caravan. Pethahiah, of the line of Zerah, stood at the king's hand in all matters concerning the people, a Jew holding the empire's own seat of arbitration over his countrymen.

Nehemiah 11:25-36

the villages, with their fields: The chapter widens from Jerusalem's numbered households to the villages beyond it: Judah's towns run south from Kirjath-arba to Beersheba and the valley of Hinnom, ground that included Hebron recovered under its old name after the exile, and Benjamin's towns run north from Geba through Michmash and Anathoth to Lod and the valley of craftsmen. The land, not the city alone, is repopulated, and the register says so town by town. The chapter's closing line folds the Levites back into both tribes' territory, divisions in Judah and in Benjamin, ending a roll that opened with the holy city and finishes with the whole province settled.
