Isaiah 19:1-3

rideth upon a swift cloud: The burden of Egypt opens with the Lord riding upon a swift cloud into the land, the same divine warrior language the Exodus and the plagues once used against Pharaoh's own gods, and the idols of Egypt tremble at his presence. Civil collapse follows the theological one: Egyptian is set against Egyptian, city against city, kingdom against kingdom, and the frightened nation turns to its own idols, charmers, familiar spirits and wizards precisely because its spirit has failed within it. Barnes traces the internal wars to the dynastic strife recorded of the period, and Henry reads the whole opening as the Lord unmaking, one by one, the powers Egypt trusted at the Exodus.

Isaiah 19:4-6

a cruel lord: The oracle turns from idols to politics: Egypt is given over into the hand of a cruel lord and a fierce king rules over it, which the older commentators diversely trace to Assyrian conquest, Ethiopian dynastic collapse, or later Persian rule, named without settling the exact fulfillment. The Nile itself is judged next, the waters failing from the sea and the river wasted and dried up, the river Egypt worshipped as a god reduced to nothing by the God who made it. Delitzsch and Barnes note that the Nile's flood was Egypt's entire economy, so its failure is not one plague among many but the collapse of the nation's whole foundation.

Isaiah 19:7-10

The paper reeds by the brooks: Three trades built on the Nile fall together: the reeds and flags wither at the water's edge, the fishers who cast angle and spread nets mourn and languish, and the weavers of fine flax and networks are confounded, a picture of Egypt's fishing and linen industries specifically named. Even the engineered ponds and sluices built to guarantee a catch fail their makers, so that every level of the river economy, from the wild fisherman to the planned pool, is broken in its own purposes. Gill and Clarke identify the linen trade as Egypt's chief export in Isaiah's day, making the collapse a judgment aimed at the nation's real wealth rather than a generic curse.

Isaiah 19:11-13

the princes of Zoan are fools: The oracle mocks Egypt's proverbial wisdom by name: the princes of Zoan, Pharaoh's own advisers who called themselves sons of the wise and of ancient kings, are declared fools, and the same charge falls again on the princes of Noph. Pharaoh's counsel has already been asked and answered in the taunt of verse 12, where the Lord challenges Egypt's sages to declare what he has purposed against their own land. Henry and Alexander read the double naming of Zoan and Noph, two of Egypt's great capitals, as proof the judgment reaches the seat of government itself and not merely the countryside.

Isaiah 19:14-15

a perverse spirit: The Lord himself is said to have mingled a perverse spirit in the midst of Egypt, so that the nation errs in everything it undertakes like a drunken man staggering in his own vomit, a deliberately degrading image the commentators do not soften. Verse 15 closes the point with a proverb: no work, whether by head or tail, branch or rush, can succeed for a people whose whole leadership and following alike have been given over to confusion. Gill notes the same phrase, head and tail, branch and rush, falls earlier at 9:14-15 naming ruler and prophet, and Barnes reads this chapter's use of it as tying Egypt's collapse to the same totalizing judgment worked out earlier in the book.

Isaiah 19:16-17

like unto women: In that day Egypt will be like women, trembling with fear at the mere shaking of the Lord's hand, and the terror deepens in verse 17 when the land of Judah itself becomes a terror to Egypt, so that the mention of Judah's name alone unsettles them. Clarke and Henry read this as remarkable given Egypt's usual role as the regional power Judah feared, the roles briefly reversed by what the Lord has determined. The phrase in that day, repeated through the chapter's closing section, marks a shift from immediate judgment to a longer prophetic horizon that the rest of the chapter unfolds.

Isaiah 19:18

the language of Canaan: Five cities in Egypt begin to speak the language of Canaan and swear allegiance to the Lord of hosts, one of them called the city of destruction, a name the Hebrew text and its ancient versions render two ways, ir ha-heres reading destruction and a variant ir ha-cheres reading the city of the sun, likely Heliopolis. Gill and Barnes lay out the manuscript evidence for both readings without forcing a choice, while noting either way the verse pictures genuine Egyptian conversion to the worship of Israel's God, spoken in Israel's own tongue. The verse functions as the hinge into the larger promises that follow, five cities standing as a first token of what verses 19 through 25 state in full.

Isaiah 19:19-22

an altar to the Lord in the midst of the land of Egypt: The chapter's central promise follows: an altar to the Lord stands in the midst of the land of Egypt and a pillar at its border, a sign and a witness that draws a cry for help and brings a saviour who delivers them. Verse 21 states plainly that the Lord shall be known to Egypt and the Egyptians shall know the Lord in that day, doing sacrifice and oblation and performing vows made to him, language of covenant worship Delitzsch reads as genuine conversion rather than mere political submission. Henry traces verse 22's smite and heal to the same rhythm of judgment turned to mercy that runs through the plagues themselves, Egypt struck and then restored by the same hand.

Isaiah 19:23

a highway out of Egypt to Assyria: A highway opens between Egypt and Assyria, the two great powers that had crushed Israel between them, and the text pictures them travelling freely into one another's lands and serving together rather than warring. Barnes and Alexander note the political improbability of the image in Isaiah's own century, when the two empires were locked in rivalry, which is part of what makes the promise read as a horizon beyond any single fulfillment in ancient history. The highway motif recurs through the book's later chapters as a figure for the removal of every barrier to the nations' approach to God.

Isaiah 19:24-25

Israel be the third with Egypt and with Assyria: Israel joins the other two as a third partner and a blessing in the midst of the land, and the Lord of hosts pronounces the triple blessing in the words themselves: blessed be Egypt my people, and Assyria the work of my hands, and Israel mine inheritance. Egypt, Israel's old house of bondage, and Assyria, the empire that destroyed the northern kingdom, are named as my people and the work of my hands, titles Isaiah elsewhere reserves for Israel alone, while Israel keeps its own distinct title of mine inheritance rather than being folded into the other two. Delitzsch and George Adam Smith call the verse among the widest reaches of Old Testament prophecy, an oracle against two historic persecutors that ends with both of them inside the blessing rather than under the judgment the chapter opened with.
