But now, in this place where he says, "For the law works wrath," it must be considered more carefully to which law this saying seems to look; and likewise that which follows, "For where there is no law, neither is there transgression." But before a fuller explanation is required of us, let us reply briefly to those objections which the heretics are accustomed to raise against us from this passage. For they say: "See how the Apostle says that the law of Moses works wrath, and that where that law has not been, there neither will there be transgression."

Because the law - All law. It is the tendency of law. Worketh wrath - Produces or causes wrath. While man is fallen, and a sinner, its tendency, so far from justifying him, and producing peace, is just the reverse. It condemns, denounces wrath, and produces suffering. The word “wrath” here is to be taken in the sense of punishment. Rom 2:8. And the meaning is, that the Law of God, demanding perfect purity, and denouncing every sin condemns the sinner, and consigns him to punishment.
