on Numbers 10:18-20
Reuben, Simeon and Gad move next, the south standard of Numbers 2:10-16. Reuben was the firstborn and walks fourth in the column, which Genesis 49:3-4 had explained and Numbers 2 had already fixed. The order of the march is the order of the camp down to the last name.

Shelumiel son of Zurishaddai was over the division of the tribe of Simeon
Simeon marched second in the southern camp with 59,300 men, the largest tribe of that camp. Gill notes that Reuben and Simeon were sons of the same mother, so Simeon would follow his eldest brother willingly. Matthew Henry reads Shelumiel as God is peace.
