if the priest shall look, and, behold, the plague be not spread

on Leviticus 13:53-59

A garment that does not spread is washed and shut up again, and only the part that keeps the mark is torn out. Where the washing works the thing is washed a second time and is clean, so cloth is given a remedy that no man in this chapter was offered. Verse 59 closes the passage as the law of the plague of leprosy, and states its purpose as pronouncing a thing clean, or pronouncing it unclean.
