I have taken out of thy hand the cup of trembling - (See the notes at Isa 51:17). This verse contains a promise that they would be delivered from the effect of the wrath of God, under which they had been suffering so long. Thou shalt no more drink it again - Thou shalt no more be subject to similar trials and calamities (see Isa 54:7-9).

on Isaiah 51:21-23
The spent city, “drunken, but not with wine”, hears the reversal: “See, I have removed from your hand the cup of staggering”. The cup passes to other hands, “I will place it in the hands of your tormentors”. The judgment Jerusalem drank is turned back on her oppressors.

Henry reads the title as patron, a God who takes a wrong done to His people as a wrong done to Himself. Their cause may seem lost for a time. Barnes reads the cup of staggering removed from her hand as an end to such trials, as in Isaiah 54:7-9.
