In allusion to this mercy-seat, we are said to come boldly to the throne of grace ( Heb. iv. 16 ); for we are not under the law, which is covered, but under grace, which is displayed; its wings are stretched out, and we are invited to come under the shadow of them, Ruth ii.

The cherubim face each other with wings spread, “looking toward the mercy seat”. Genesis 3:24 set cherubim to guard the way to the tree of life. Here they stand over the place God names: “I will meet with you there above the mercy seat”.

there I will meet with thee, and I will commune with thee from above the mercy seat--The Shekinah, or symbol of the Divine Presence, rested on the mercy seat, and was indicated by a cloud, from the midst of which responses were audibly given when God was consulted on behalf of His people. Hence God is described as "dwelling" or "sitting" between the cherubim.
