on Exodus 25:8-9
Verse 8 ends with the purpose, that God may dwell among them, and everything from here to chapter 40 serves that clause. Moses works from a pattern he has been shown, and verse 40 says the same again at the close.

a sanctuary; that I may dwell among them--In one sense the tabernacle was to be a palace, the royal residence of the King of Israel, in which He was to dwell among His people, receive their petitions, and issue His responses. But it was also to be a place of worship, in which God was to record His name and to enshrine the mystic symbols of His presence.

Let them make me a sanctuary - מקדש mikdash, a holy place, such as God might dwell in; this was that part of the tabernacle that was called the most holy place, into which the high priest entered only once a year, on the great day of atonement.
