So Moses went down to the people,.... As the Lord commanded him: and spake unto them: charging them to keep their distance, and not presume to pass the line he had drawn, or the foss or fence he had made: in the Jerusalem Targum it is added,"come and receive the ten words;''the decalogue or ten commands; and the Targum of Jonathan,"come and receive the law with the ten words;''the ten commandments of the law, which are delivered in the following chapter.

Aaron is named to come up with Moses, the first step toward the place he is given in chapters 28 and 29. The chapter then closes with Moses going down and speaking to the people.

The verse never reports what Moses said. John Gill reports that the Jerusalem Targum supplies it, a summons to come and receive the ten words. Deuteronomy 5:5 has Moses standing between the LORD and the people while those words were spoken.
