Moses assembled the whole congregation of Israel

on Exodus 35:1-3

The building of the tabernacle opens with the Sabbath, where the seven speeches of instruction ended at 31:12 to 17. The one kind of work named is Do not light a fire, and every craft the chapter calls for needs fire.

Albert Barnes notes that the fire command stands here first, though 16:23 implies it when the people bake and boil the day before. Adam Clarke reports that Jewish practice read it as a ban on fire for work and cooking. Verse 2 calls the Sabbath complete rest to the LORD.

Ye shall kindle no fire - The Jews understand this precept as forbidding the kindling of fire only for the purpose of doing work or dressing victuals; but to give them light and heat, they judge it lawful to light a fire on the Sabbath day, though themselves rarely kindle it-they get Christians to do this work for them.
This prohibition is here first distinctly expressed, but it is implied Exo 16:23.
