4 notes on this verseA tenth deal of flour - Deal signifies a part, from the Anglo-Saxon word, to divide; hence, a part, a portion taken from the whole. From Num 28:5 we learn that this tenth deal was the tenth part of an ephah, which constituted what is called an omer. See Exo 16:36; and see Clarke’s note on Exo 16:16 of the same chapter, where an account is given of different measures of capacity among the Hebrews. The omer contained about three quarts English. The fourth part of a hin - The hin contained one gallon and two pints.

The daily service of Israel begins here, a lamb in the morning and a lamb at evening with flour, oil and wine, without a break. Numbers 28:3-6 repeats the order and calls it the continual burnt offering ordained in mount Sinai. The evening lamb fixed an hour that the rest of Scripture keeps returning to, at 1 Kings 18:36 where Elijah prays at the time of the evening sacrifice, at Ezra 9:4-5, and at Acts 3:1 where Peter and John go up to the temple at the ninth hour.

Whether there were any other sacrifices to be offered or not, these were sure to be offered, at the public charge, for the benefit and comfort of all Israel, to make atonement for their daily sins, and to be an acknowledgement to God of their daily mercies. This was that which the duty of every day required.
