Or, making this the third expedition, the sense is "not as the first or as the second" expeditions [PISCATOR]. Rather "not as the former, so shall be this latter" expedition [GROTIUS].

not be as the former

on Daniel 11:29-35

The ships of Chittim turn him back, the Roman ultimatum at Alexandria in the common identification the bench carries, and his grief becomes indignation against the holy covenant. Verse 31 is the chapter's crux: the sanctuary polluted, the daily sacrifice taken away, and the ABOMINATION THAT MAKETH DESOLATE set up, the thread that runs 9:27, here, and 12:11, and which the Lord cites at Matt 24:15 as spoken of by Daniel the prophet, still future in his mouth: the readings on near and far fulfilment, Antiochus and a fulfilment beyond him, are named with holders and no date is set. The people that do know their God shall be strong, and do exploits, and they that understand shall instruct many though they fall by sword and flame: the Maccabean generation is the bench's near reading, and the refining purpose, to purge, and to make them white, even to the time of the end, is the text's own.

"And he will return at his appointed time," that is, he will not conquer and prevail in the same manner as before, but he will return in defeat. The phrase "at his appointed time" indicates the time suitable for warfare.

The kingdom of Syria, which was set up by Seleucus Nicanor, or the conqueror; he was one of Alexander's princes, and became stronger than the other, and had the greatest dominion of all, was the most powerful of all Alexander's successors. It was said that he had no fewer than seven-two kingdoms under him.

At the time appointed he shall return - Finding that his treachery was detected, and that the two brothers had united their counsel and strength for their mutual support, he threw off the mask; and having collected a great army early in the spring, he passed through Coelesyria; entered Egypt; and the inhabitants of Memphis having submitted to him, he came by easy marches to Alexandria. But, says the prophet, “it shall not be as the former or as the latter:” he had not the same success as the former, when he overthrew the Egyptian army at Pelusium; nor as the latter, when he took Memphis, and subdued all Egypt, except Alexandria. See the reason.

The Nineteenth Century1 voice

At the time appointed - In the purposes of God. See the notes at Dan 11:27. That is, at the time when God shall design to accomplish his own purposes in regard to him. The idea is, that there was a definite period in the Divine Mind in which all this was to be done, and that when this should occur Antiochus would return again to invade Egypt. He shall return, and come toward the south - With an intention of invading Egypt.
