It does not appear when Saul had suppressed witchcraft; it was probably in the early part of his reign. Familiar spirits ... wizards - i. e. ventriloquists ... wise or cunning men. See Lev 19:31 note.

The narrator pauses to recall two facts before the chapter's real business: Samuel is dead and mourned, and Saul had once purged the land of mediums and wizards, obeying the law of Leviticus 19:31 and Deuteronomy 18:10-11. Both notices are placed here on purpose, so that the king who goes to consult the dead in the next verses does it against his own law and without the prophet who might have restrained him. Jamieson, Fausset and Brown read the notice as the narrator's own explanation for what follows: Saul is left without any lawful means of enquiry precisely because he had cut off the unlawful ones.
