in 1 Chronicles 28Yet the LORD, the God of Israel, chose me out of all my father’s house to be king over Israel forever. For He chose Judah as leader, and from the house of Judah He chose my father’s household, and from my father’s sons He was pleased to make me king over all Israel.

The reason God refused David the temple repeats what chapter 22 told Solomon. The LORD chose Judah among the tribes, David's father's household within Judah, and David among his father's sons. Each step narrows the promise to one man, as chapter 1's genealogy narrowed the nations down to Abraham.

Matthew Henry notes that Judah became the ruling tribe by God's choice, and that Jacob gave the scepter to it in Genesis 49. Adam Clarke reads king over Israel forever as a rule without end while the kings kept God's commands, and without end in Christ.

Judah was not the eldest son of Jacob, yet God chose that tribe to be the ruling tribe; Jacob entailed the sceptre upon it, Gen. xlix. It does not appear that the family of Jesse was the senior house of that tribe; from Judah it is certain that it was not, for Shelah was before Pharez; whether from Nahshon and Salmon is not certain.
