Romans 10:1-3

Brethren, my heart's desire and prayer to God for Israel is, that they might be saved continues the grief of chapter 9 into intercession, Paul's argument about Israel never separated from his love for Israel. Verse 2 credits them what can honestly be credited, a zeal of God, but not according to knowledge, zeal the chapter will not despise even while it diagnoses it. Verse 3 names the diagnosis precisely, being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God, the two righteousnesses that chapters 3 and 4 already distinguished now applied to the reason for Israel's present state.

Romans 10:4

Christ is the end of the law: For Christ is the end of the law for righteousness to every one that believeth carries a single word, telos, that the bench reads two ways, both grounded in the Greek: end as termination, the law's condemning claim on the believer finished in Christ, and end as goal, the law's whole aim and design fulfilled in him. The two readings are not rivals so much as two faces of one truth, and Calvin and Wesley both hold them together rather than choosing, the law pointing to Christ and its penal claim ending at the cross for the one who believes. The verse functions as the chapter's own thesis, righteousness reached not by law-keeping but by faith in the one the law was always pointing to.

Romans 10:5

For Moses describeth the righteousness which is of the law, that the man which doeth those things shall live by them, quotes Leviticus 18:5, the law's own terms stated without softening, life offered on condition of doing. The bench notes that Paul does not dispute the law's own logic, only its accessibility to fallen man, since chapters 1 through 3 have already shown that no one does those things perfectly. Verse 6 will set beside this the righteousness of faith speaking on wholly different terms, and the contrast is the verse's whole purpose in the argument.

Romans 10:6-8

But the righteousness which is of faith speaketh on this wise draws its words from Deuteronomy 30:12-14, Moses' own charge to Israel that the commandment is not too hard, not in heaven that one need ascend for it, nor beyond the sea, and Paul reapplies the language to Christ, who shall ascend into heaven, that is, to bring Christ down, who shall descend into the deep, that is, to bring up Christ again from the dead. The bench reads this as an application rather than a strict exegesis of Moses' words, using Israel's own Scripture to say that the object of faith is as near as a confession, not a feat of ascent or descent. The word is nigh thee, even in thy mouth, and in thy heart, that is, the word of faith, which we preach names the nearness the whole passage exists to establish.

Romans 10:9-10

If thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved states the gospel's own terms in a single sentence, confession and belief named together, and the bench reads confess as homologeo, a public acknowledgment rather than a private assent alone. Verse 10 restates the same two acts in the order the heart works, with the heart man believeth unto righteousness, and with the mouth confession is made unto salvation, belief the root and confession its fruit rather than two separate conditions. The resurrection is named as the specific content of the belief required, the same doctrine the letter opened with at 1:4.

Romans 10:11-13

For the scripture saith, whosoever believeth on him shall not be ashamed repeats Isaiah 28:16 from 9:33 and widens its whosoever into the chapter's governing word, for there is no difference between the Jew and the Greek, the same phrase used at 3:22 of universal sin now used of universal access, for the same Lord over all is rich unto all that call upon him. Verse 13 seals the offer with Joel 2:32, whosoever shall call upon the name of the Lord shall be saved, a citation the bench reads as calling upon Yahweh in Joel's own text now applied to the Lord Jesus without apology, an identification the chapter makes by quotation rather than by argument. The universality answers 9:24's Jew and Gentile both with the widest door the letter offers.

Romans 10:14-15

How then shall they call on him in whom they have not believed? builds the famous chain backward from calling to believing to hearing to preaching to sending, each link necessary to the one before it, and the bench reads the passage as the classic missionary text of the letter, an argument for sending precisely because calling depends on a message that must first be carried. How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things cites Isaiah 52:7, originally the herald announcing Israel's return from exile, now the herald of the greater gospel. The chain's whole force is that faith does not arise from nowhere; it has a history of causes that runs back to a sender.

Romans 10:16-17

But they have not all obeyed the gospel breaks the chain's neat logic against a hard fact, the message sent and heard and still refused, and Paul reaches for Isaiah 53:1, Lord, who hath believed our report?, the servant song's own lament over unbelief applied now to the gospel's reception. So then faith cometh by hearing, and hearing by the word of God draws the chain's conclusion as a general principle rather than a guarantee, faith's ordinary means named even where the means does not produce the result in every hearer. The bench notes obeyed as the verb Paul chooses for unbelief, hypekousan, naming the gospel as a summons owed obedience and not merely information offered for consideration.

Romans 10:18

But I say, have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world answers a possible excuse before it can be raised, citing Psalm 19:4, a psalm about creation's own wordless testimony now applied to the gospel's actual spread in Paul's generation. The bench reads the citation as an argument from the lesser to the greater, if creation's silent witness reaches every place, how much more the apostolic preaching already carried across the Roman world by the time Paul writes. The verse forecloses the claim that Israel's unbelief could be blamed on the gospel never having reached them.

Romans 10:19-21

But I say, did not Israel know? forecloses a second excuse, ignorance, with a citation chain that answers it three times over: Moses at Deuteronomy 32:21, I will provoke you to jealousy by them that are no people, warning Israel from within the Torah itself that Gentiles would one day provoke them; Isaiah very bold at 65:1, I was found of them that sought me not, the Gentiles' inclusion foretold plainly enough that the bench calls it Isaiah's boldest line; and Isaiah 65:2 turned directly to Israel, all day long I have stretched forth my hands unto a disobedient and gainsaying people. The chapter closes not on rejection but on this last image, hands stretched out all day, God's own patience named in the very verse that states Israel's present disobedience, the note chapter 11 will immediately take up.
