Nehemiah 7:1-2

The wall stands finished and the first act after the gates are set is to appoint porters, singers and Levites back to their temple posts, worship resuming before the city fills. Nehemiah hands the city itself to two men, his own brother Hanani and Hananiah the ruler of the palace, naming the qualification plainly: he was a faithful man, and feared God above many. Character, not rank, decides who guards a rebuilt Jerusalem.

Nehemiah 7:3-4

The gates stay shut until the sun is hot and the citizens themselves stand watch, each one posted over against his own house, a city defending itself street by street rather than trusting a garrison. Verse four states the plain problem the roster in the rest of the chapter will answer: the city was large and great, but the people were few therein, and the houses were not builded. The wall had outrun the population, and Nehemiah moves at once to number who is actually there before the empty city can be filled.

Nehemiah 7:5-7

Nehemiah credits the idea itself to God: my God put into mine heart to gather together the nobles, and the rulers, and the people, that they might be reckoned by genealogy. What he uses is not a fresh census but a document already on file, a register of the genealogy of them which came up at the first, providence working through an old archive rather than a new survey. The list that follows names Zerubbabel, Jeshua and ten other leaders and largely repeats Ezra 2's roll with different numbers in places; the readings offered for the gap, that copyists let numerals drift in transmission, or that the two lists record separate stages of one register, are both held by the commentators, and neither text is set aside for the other.

Nehemiah 7:8-25

Eighteen verses run through clan after clan, each counted only by its ancestor's name and a number: the children of Parosh, of Shephatiah, of Arah, down to the children of Gibeon. The register works by patrilineal descent, the same method Ezra 2 already used to sort a returning people back into their tribes and families. A list that reads as bare arithmetic is doing legal work, fixing each household's place in Israel by the name it can prove.

Nehemiah 7:26-38

The register changes its axis without announcement: from verse twenty-six the roll counts men by the town they returned to rather than the ancestor they descended from, Bethlehem and Netophah, Anathoth, Jericho, Lod and Ono among them. Genealogy and geography together are one register's two halves, the household traced by blood and then set back down on the map it left. The town names read like a gazetteer of the province the wall now protects.

Nehemiah 7:39-45

The register turns from the laity to temple service: the priests by four courses, Jedaiah, Immer, Pashur and Harim, then the Levites, the singers of Asaph and the porters at the gates. Only four of the priestly courses David had organized returned from Babylon, and those four were later divided again to restore the full twenty-four; Luke's Gospel still finds one of the recovered courses, Abia, serving centuries later. The temple's staff is rebuilt in miniature before the temple's worship is ever described.

Nehemiah 7:46-60

The Nethinims and the children of Solomon's servants close the temple household, thirty-five families of temple laborers named one by one though no descent from Israel is claimed for them. Their presence in the register beside priests and Levites gives even the lowest servants of the house a fixed place and a recorded name. The list treats a woodcutter's or a water carrier's family with the same care it gives a priest's.

Nehemiah 7:61-65

Some families come up unable to produce the proof the register demands: they could not shew their father's house, nor their seed, whether they were of Israel, and three priestly families in the same position sought their register among those that were reckoned by genealogy, but it was not found. Nehemiah, as Tirshatha, rules them polluted and puts them from the priesthood, barred from the most holy things until a priest should stand up with Urim and Thummim to settle what the paper record could not. The genealogy is not decoration; it is the standard a man's whole office can be lost or kept by.

Nehemiah 7:66-69

The final tally counts the whole congregation together at forty and two thousand three hundred and threescore, then adds servants, singers and livestock, horses, mules, camels and asses down to the last count. Ezra's parallel register gives the same total, 42,360, though the two chapters' own family sums do not add up to that number identically in either book, a gap the commentators note without resolving. A remnant this small is still counted to the animal, because every returning household mattered enough to write down.

Nehemiah 7:70-73

Three groups fund the work in order of rank, the Tirshatha first with a thousand drams of gold, then the chief of the fathers, then the rest of the people, whose gift of sixty and seven priests' garments meets a real need after decades in Babylon left the priesthood without vestments to minister in. The chapter closes with the whole company settled, the priests, Levites, porters, singers and Nethinims each dwelling in his own city. The last clause sets the calendar for what comes next: when the seventh month came, the children of Israel were in their cities, the same month that opens the Water Gate reading of chapter eight.
