Isaiah 7:1-2

went up toward Jerusalem to war against it: Rezin of Syria and Pekah son of Remaliah march on Jerusalem to force Ahaz into their alliance against Assyria, and though the siege fails the fear does not. The house of David is shaken like trees of the wood before a wind, a simile Barnes reads as deliberate contrast with the steadiness the Lord is about to offer through the prophet. The date fixes the whole chapter inside the Syro-Ephraimite crisis of the mid eighth century, the same war 2 Kings 16 and 2 Chronicles 28 narrate from the political side.

Isaiah 7:3-6

Go forth now to meet Ahaz: The Lord sends Isaiah to meet Ahaz at the conduit of the upper pool, likely the very place where the king was inspecting Jerusalem's water supply against a coming siege, and orders him to bring his son along. Shear-jashub, a remnant shall return, is himself a sign walking beside his father: judgment is coming on the nation but it will not be total. Gill and Clarke both draw out the boy's name as a wordless sermon set before the king before Isaiah speaks a word of his own message.

Isaiah 7:7-9

It shall not stand, neither shall it come to pass: The message is flat refusal of the coalition's plan: it shall not stand, neither shall it come to pass, because Syria and Ephraim are named by their capitals, Damascus and Samaria, and by the men who lead them, Rezin and Remaliah's son, exhausted powers rather than fixed threats. The sixty-five year span set for Ephraim's dissolution as a people looks past the present war toward the later Assyrian deportations and resettlement, and the commentators differ on which event closes the count. Verse 9 ends on a Hebrew wordplay the English cannot fully carry, the same root standing behind believe and be established, so that unbelief and instability are named as one failure.

Isaiah 7:10-11

spake again unto Ahaz, saying: The Lord speaks to Ahaz a second time, this time offering him the choice of a sign anywhere in creation, in the depth or in the height above, an offer generous almost past belief. Henry and Barnes both note the scope: Ahaz is invited to name his own proof, from the grave to the sky, so that his coming refusal cannot be blamed on a stingy God. The offer sets up the refusal that follows as unbelief rather than reasonable caution.

Isaiah 7:12-13

I will not ask, neither will I tempt the Lord: Ahaz refuses in the language of piety, citing Deuteronomy's ban on tempting God, but the older writers read the refusal as unbelief wearing a religious mask rather than humility, given what has just been offered him. Isaiah's reply widens the audience from Ahaz alone to the whole house of David, is it a small thing for you to weary men, but will ye weary my God also, naming the sign about to be given as directed past the king to the dynasty he represents. Gill and Clarke both flag the shift from singular to plural address as deliberate, since the sign in the next verse outlives Ahaz's own reign.

Isaiah 7:14

a virgin shall conceive, and bear a son, and shall call his name Immanuel: The sign is given not to Ahaz, who refused one, but to the house of David as a whole: Behold, a virgin shall conceive, and bear a son, and shall call his name Immanuel, God with us. The Hebrew almah denotes a young woman of marriageable age and does not by itself demand virginity the way bethulah does, and the bench weighs this honestly; the Septuagint translators, working some two centuries before Christ, rendered it parthenos, the Greek word for virgin, and Matthew 1:23 quotes that rendering of the birth of Jesus. Delitzsch and Alexander hold both horizons together rather than choosing one: a child born in Ahaz's own day whose growth marks the near future of verse 16, and the greater fulfillment the New Testament names, read as type and antitype rather than as a contradiction to resolve.

Isaiah 7:15-16

Butter and honey shall he eat: Butter and honey shall he eat, food that Barnes and Delitzsch read two ways depending on which horizon of the sign is in view: either the simple diet of a land stripped back to pasture by invasion, or the natural food of any weaned child learning to choose good over evil. Before that child reaches the age of moral discernment, the land whose two kings Ahaz dreads, Syria and Israel, will be forsaken, a near-term clock set running inside the same verse that names Immanuel. The nearness of this horizon is the ground the near-fulfillment reading stands on, named honestly beside the Matthean reading rather than displacing it.

Isaiah 7:17-19

days that have not come, from the day that Ephraim departed from Judah: The sign meant to comfort turns immediately into a warning: the Lord will bring upon Ahaz and his people days not seen since Ephraim split from Judah under Rehoboam, namely the king of Assyria himself. Ahaz sought Assyria's help against Syria and Israel, and the text answers that request with an irony the commentators trace through the chapter: the very power he leans on becomes the flood that overwhelms him. The fly of Egypt and the bee of Assyria, summoned with a hiss, picture the two great powers converging on Judah's ground like insect swarms called by their master.

Isaiah 7:20

shave with a razor that is hired: The Lord shall shave with a razor that is hired, namely the king of Assyria, a single image of national humiliation: head, feet, and beard together, the beard's loss being the deepest shame a man of that culture could suffer in public. Gill and Clarke both note that Assyria, hired in the sense that Ahaz's own tribute paid for the army God turns against him, becomes an instrument the text names outright rather than leaving unidentified. The razor completes what the fly and the bee began, total and humiliating subjection rather than mere military defeat.

Isaiah 7:21-22

nourish a young cow, and two sheep: In that day a man shall keep alive only a young cow and two sheep, a picture of agricultural collapse so severe that a household once counting flocks by the hundred is glad of three animals. Yet those few animals give milk enough that butter, once a delicacy, becomes the whole diet of everyone left in the land, Barnes reading the abundance as the ironic fruit of depopulation rather than prosperity. The verse pictures survival stripped to its plainest terms after the invasion the earlier verses foretell.

Isaiah 7:23-25

a thousand vines at a thousand silverlings: Vineyards once worth a thousand pieces of silver, the mark of Judah's most valuable cultivated land, will be given over to briers and thorns, ground so overgrown that men must carry bow and arrow to hunt where they once pruned vines. Even the hillsides once worked with the mattock return to open pasture for cattle, the terraces abandoned rather than maintained, and Gill reads the whole close of the chapter as agriculture undone by war within a single generation. The oracle that opened with a king's fear over an army closes with a land gone back to wilderness under a heavier hand than either Syria or Israel could bring.
