Isaiah 36:1-3

Now it came to pass in the fourteenth year of king Hezekiah: The narrative bridge begins here and runs to chapter 39, four chapters that share their text nearly word for word with 2 Kings 18 through 20, the notes naming the sharing once rather than reopening the comparison at every verse. Sennacherib king of Assyria has already taken the defenced cities of Judah when he sends Rabshakeh from Lachish to Jerusalem with a great army, and the delegation is met at a precise and rememberable place, the conduit of the upper pool in the highway of the fuller's field, the same spot named in 2 Kings 18:17. Eliakim, Shebna, and Joah come out to answer for Hezekiah, three officers named here and named again through the chapter, the king himself staying inside the walls while his household bears the confrontation.

Isaiah 36:4-6

And Rabshakeh said unto them, Say ye now to Hezekiah: Rabshakeh's speech opens by naming his master with a title meant to dwarf Hezekiah's, thus saith the great king, the king of Assyria, and his first weapon is a single repeated question, what confidence is this wherein thou trustest. He dismisses Egypt as an ally before Hezekiah can lean on it, calling Pharaoh a broken reed that pierces the hand of the man who leans on it, an image Gill and Clarke both read as a proverb Rabshakeh knew would sting because it was already common currency for Egypt's unreliability. The speech is built to strip away every prop under Hezekiah's confidence one at a time, Egypt struck down first.

Isaiah 36:7-10

But if thou say to me, We trust in the Lord our God: Rabshakeh anticipates Hezekiah's real ground of confidence and turns it against him, twisting the king's own reform, the removal of the high places, into an accusation that Hezekiah has insulted the very God he claims to trust. He mocks Judah's military weakness with an offer that is really a taunt, two thousand horses if Hezekiah can find riders to put on them, before claiming the ultimate blasphemy, that the Lord himself sent him, saying, go up against this land and destroy it. Calvin and Barnes both note the calculated escalation, an enemy general does not usually claim to speak for the God of the people he is besieging, and the claim stands unanswered at this point in the text, its falsehood exposed only later in the narrative.

Isaiah 36:11-12

Then said Eliakim and Shebna and Joah unto Rabshakeh: Hezekiah's officers ask Rabshakeh to switch from Hebrew to Aramaic, the diplomatic language of the day, so that the ordinary people watching from the wall will not understand and lose heart. Rabshakeh refuses in the crudest terms available, telling them his message is meant for exactly those men on the wall, who are doomed to eat their own dung and drink their own urine along with the king who cannot save them. Henry and Wesley both read the refusal as the point of the whole scene, Rabshakeh's strategy is psychological warfare aimed at the population over the head of its leaders, and he says so without disguise.

Isaiah 36:13-17

Then Rabshakeh stood, and cried with a loud voice in the Jews' language: Rabshakeh does exactly what he was asked not to, standing and crying with a loud voice in the Jews' language so the whole wall can hear the great king's words directly. His appeal is simple and material, let not Hezekiah deceive you, make an agreement with me by a present, and I will bring you to a land like your own land, a land of corn and wine, offering exile dressed as prosperity in place of a siege. Delitzsch reads the offer as deliberately generous sounding, an inducement rather than a threat at this point in the speech, because Rabshakeh knows fear alone will not move a people who still trust their king and their God.

Isaiah 36:18-20

Beware lest Hezekiah persuade you, saying, The Lord will deliver us: The speech reaches its theological center, Rabshakeh listing the gods of Hamath, Arphad, Sepharvaim, and Samaria one by one and asking where any of them delivered their land out of Assyria's hand, before putting the Lord in the same list, that the Lord should deliver Jerusalem out of my hand. Jamieson, Fausset, and Brown note that this is the argument's fatal error, Rabshakeh reasons from the defeated idols of conquered nations to the living God of Israel as though they belonged to the same category, a comparison the rest of the narrative answers directly. The blasphemy stands unanswered here because the king himself, not Rabshakeh's audience on the wall, is the one who must answer it, and the text holds that answer for the next chapter.

Isaiah 36:21-22

But they held their peace, and answered him not a word: The scene closes in a silence that is itself an act of discipline, the people hold their peace and answer not a word because Hezekiah had commanded it beforehand, refusing Rabshakeh the argument he came to provoke. Eliakim, Shebna, and Joah return to Hezekiah with their clothes rent, the customary sign of grief and alarm, and report Rabshakeh's words exactly as spoken, carrying the blasphemy itself back to the king rather than softening it. Clarke notes that the torn clothes mark the moment the confrontation stops being Rabshakeh's problem to press and becomes Hezekiah's problem to answer, the chapter ending on that handoff rather than on any resolution.
